International Tax Arbitrage seems to be a logical solution for companies experiencing double taxation a.o. due to the many post-BEPS changes which are partially the consequences of introduced open norms. However, many states experience arbitration as a solution which infringes on its sovereignty rights and therefor they reject this? How can this be solved?

What about the condition from the inclusive framework parties that mandatory dispute resolution is a condition sine qua non for the countries in order to be willing to accept #Pillar1?
